Background
The Chancellery for Heroes, National Orders and Decorations of Honour (CHENO) was established by The Rwanda constitution of 2003 revised in 2015 in its article 139.
I. CHENO Background
The Chancellery for Heroes, National Orders and Decorations of Honour (CHENO) was established by The Rwanda constitution of 2003 revised in 2015 in its article 139.
The Management of the Chancellery is made up of the following full-time members:
(a) The Chancellor;
(b) The Executive Secretary.
1o The Chancellor
The Chancellor has the following responsibilities:
2° The Executive Secretariat of the Chancellery.
The Executive Secretary of the Chancellery monitors daily activities of the Chancellery. The staff of the Chancellery are governed by the General Statutes for Rwanda Public Service.
The main responsibilities of the Chancellery are as follows:
1. To participate in designing the policy relating to national heroes and to awarding of the national orders or decorations of honour;
2. To carry out inquiries on heroic acts and persons reported to have performed heroic acts and other useful deeds;
3. To carry out inquiries on those who promoted unity and resilience among Rwandans who deserve to be protectors of friendship pact;
4. To receive and examine reports submitted by Districts on persons selected to be protectors of friendship pact;
5. To identify those who deserve to be national heroes and to receive national orders or decorations of honour;
6. To establish mechanisms for recognizing Rwandans and foreigners characterized by heroic acts and other outstandingly useful deeds;
7. To promote acts of bravery and develop values of the culture of heroism;
8. To organize and celebrate National Heroes’ Day in collaboration with other organs;
9. To manage and preserve Heroes’ mausoleums in the country;
10. To collaborate with other regional or international institutions with a similar mission.
II. Mission
The Mission of Chancellery for Heroes, National Orders and Decorations of Honour(CHENO) is to identify and recognize Rwandans or foreigners characterized by heroic acts and other outstanding deeds.
III. Vision
To be a source of inspiration for Rwandans who want to excel in all their undertakings. The ultimate goal is to have citizens who are excellent and results oriented and who are committed in whatever they undertake by accomplishing outstanding acts for which they are recognized and honoured.
